The NHICC was formed to provide an "approved
and nationally recognized"
home inspector certification system benchmarking qualified home
inspectors. The NHICC provides a positive response for the continued
growth and value of the National Certification Program for Home
& Property Inspectors in Canada. The core support group comprise
a majority of the original "elected" National Certificate
Holders that formerly represented the NCA (National Certification
Authority). The NHICC is built on the ideals of fulfilling the
original purpose of the National
Initiative, and the core values
of the CHIBO - Canadian Home Inspectors and Building Officers.
The key stakeholders included - Canada
Mortgage & Housing Corporation , Construction
Sector Council and Human
Resources and Skills Development Canada.
In 1999, the Canadian Home Inspectors and Building Officials National Initiative launced (CHIBO). Its goals - to enhance the credibility and status of the building inspection industry and to harmonize licensing, standards of performance and certification of both Professional Building Officials (PBOs) and Home and Property Inspectors (HPIs) across Canada. Fast forwarding 10 years - the National Certification Program was brought to an abrupt halt by the actions of CAHPI. Many that has invested tremendous time and resources felt this was an unfortunate decision that was largely based on provincial pressure from CAHPI provincials.
The solution to problems precipitated from the CAHPI directive that was formally announced in April of 2010, saw the immediate re-establishment of a new National Certification Authority under a new governance structure. The NHICC provides permanent autonomy as an incorporated national non-profit independent body. Free from of all home inspector association politics or other questionable interests. In essence, this equates to the reimplementation of the National Certification Program (NCP) as it was originally intended. Furthermore, assuring to have the NCP administered by an independent "national home inspector certification body". In addition, all roles and responsibilities related to the NCP explicitly aligned to CAN-P-9 criteria (ISO certification) /or alternatively ICE - NCCA accredited. The status of all National Certificate Holders (Now National Home Inspectors™), Candidates, and accredited course providers would revert to that existing model prior to abolition by CAHPI, thus reducing the hardship on certificants.
The unfortunate lack of support of the CAHPI based chapter system for the original National Certification Program exposed many of the flaws. Most particularly in directly tying the "program" to an industry association. This exposed the need for a national body, without provincial bodies influencing the decisions of certification work. The NHICC also repositioned the mandate assuring inclusion of industry wide opportunities for any home inspector (regardless of affilitation) from across Canada to become involved in the "program". Thus inspectors are able to attain a nationally recognized certification to the recognized (NOS) national industry standard on a fair, impartial and equitable standing.
The NHICC Directors are elected from the National Home Inspector™ - Canada (NHI), national base, to represent their provincial constituents. Equally valued is the advancement of consumer protection. It is clearly identified in our mission statement.
To fulfill these objectives the NHICC obtained approval of the key stakeholders to reconstitute the National Certification Program for Home & Property Inspectors. The NHICC National Certification Program mirrors the previous National Certification Authority structure with minor alterations made to improve and thus strengthen the program, as well as to ensure true autonomy. The NHICC will also reassure that the elected representatives comprising the key governance positions will always be devoted to uphold a fair, open and transparent certification and accreditation process. The NHICC will review and consider administrative contracts, thus offering its' members, stakeholders and supporters a clear pathway to obtain NHI™ National Certification.
The NHICC has established that its By-Laws, Policies and Procedures that mirror CAN-P-9/ICE compliance. It also seeks additional accreditation with organizational ties with (ICE) the Institute for Credentialing Excellence.
